-International Counterintelligence Services of Illinois (“ICS of Illinois”) is now able to help locate birth parents due to a new Illinois state law. Traditionally, children of adoption were limited in their ability to access information about their birth parents, and had no legal right to obtain their original birth certificate. Under the old law, private investigators had fewer resources to aid in birth parent locate cases.
Since the law passed in November, children of adoption can now access their original birth certificate, which may list their birth parents’ names and birth cities. Adoptees can then hand this information over to private investigators, significantly increasing the odds of locating their birth parents. There are limitations to the law set in place to protect the privacy of birth parents who wish for lifetime anonymity.
Applicants for an original birth certificate must be at least 21 and born after January 1, 1946. Under the new law, parents who wish to maintain their anonymity can submit a form with the adoption agency requesting to remain private, and parents can still submit information about genetically transmitted diseases without having any personally identifying details released.ICS of Illinois
