A private investigator in Los Angeles must apply to the California Bureau of Security and Investigative Services and pass licensing requirements, including a thorough background check. While many Anaheim private investigators come from a law enforcement or military background, it is not a requirement for employment as a private investigator.

Local Los Angeles Private Investigator

California is one of the largest states in the U.S., both by land mass and population, with an official count of 37.7 million residents. Last year, 1.13 million index crimes were reported, which includes both violent crimes and property crimes. That calculates to 29.95 crimes reported annually per 1,000 residents, compared to the national median of 33.0. Of those reported, 4.11 were violent while 25.84 were property crimes. This compares to national medians of 3.9 violent and 29.1 property crimes annually. The City of Los Angeles accounts for 3.82 million of the residents of California, but the city itself is actually rated safer than 29% of United States cities. Violent crimes are slightly higher than the statewide median, with 5.32 reported annually per 1,000 residents, but property crimes are less frequent, with only 23.15 per 1,000 residents. However, even though crime rates are not extremely high, the number of crimes committed is, and this elevates the need for additional law enforcement and investigation. How to become a Private Investigator in Los Angeles

  1. Be 18 years of age or older
  2. Undergo criminal background check through the California Department of Justice and the FBI
  3. Required Experience:
    • Have three years (2,000 hours each year, totaling 6,000 hours) of compensated experience in investigative work, OR
    • A law or police science degree plus two years (4,000 hours) of experience, OR
    • An AA degree in police science, criminal law, or justice and 2 ½ years (5,000 hours) experience
  4. Pass a two-hour multiple choice exam

Los Angeles Private Investigator Restrictions

In order to conduct private investigations in Los Angeles, all private investigators must comply with local and federal laws.

  • Impersonate Law Enforcement - Private Investigators in Los Angeles cannot carry a badge, wear a uniform or say anything that might imply that the private investigator is a police officer or federal agent.
  • Make an Arrest - Private Investigators in Los Angeles cannot legally make an arrest. If there is evidence that suggests an arrest should be made the investigator should contact law enforcement.
  • Wiretapping - Wiretapping is illegal without a proper warrant. Private Investigators cannot tap a phone.
  • Trespassing - Private Investigators cannot break and enter onto private property.

Qualifications Requirement:
Undergo a criminal history background check through the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Have three years (2,000 hours each year, totaling 6,000 hours) of compensated experience in investigative work; or a law or police science degree plus two years (4,000 hours) of experience; or an AA degree in police science, criminal law, or justice and 2 ½ years (5,000 hours) of experience. Experience must be certified by your employer and have been received while you were employed as a sworn law enforcement officer, military police officer, insurance adjuster, employee of a licensed PI or repossessor, or arson investigator for a public fire suppression agency. (Work as a process server, public records researcher, custodial attendant for a law enforcement agency, bailiff, agent who collects debts in writing or by telephone after the debtor has been located, or person who repossesses property after it has been located is not considered qualifying experience.)

Reciprocity: The California Department of Consumer Affairs, Bureau of Security and Investigative Services, has entered into limited reciprocity agreements with Florida, Georgia, Louisiana and Oregon.

Official reciprocity with Georgia Private Investigator License, Florida Private Investigator License, Louisiana, Oregon Private Investigator License.

Testing: A two-hour multiple-choice examination covering laws and regulations, terminology, civil and criminal liability, evidence handling, undercover investigations and surveillance is required for a California Private Investigator License.
